  • I guess it would have to be when the first laws to classify medications at prescription (or legend drugs) were developed. Before that you could basically go to the pharmacist and get what you needed. I believe it was the Food Drug and Cosmetic Act of 1938. Maybe to answer your question a little better, all medications were OTC before 1938, so you're talking about the start of the US back in the 1700s.
